      Projects, Programs and Strategies

      Baastel provides high-quality disaster risk management and risk reduction strategic planning and programming advisory services to a wide variety of national governments, development partners and regional organizations/institutions around the world.  Baastel works to assist in local, national and regional level strategic planning and programming for projects, programs and other initiatives focused on all phases: preparedness (and prevention), mitigation, response and recovery (rehabilitation and reconstruction). The integration of a Results-based Management approach and tools, combined with subject expertise has made it possible for successful strategies, projects, programs (local, national and regional) and plans to emerge.

      Development, Monitoring and Evaluation

      Baastel has a proven track record in the monitoring and evaluation of local, national and regional disaster risk management and risk reduction initiatives, projects and programs around the world. Baastel has in-depth experience in developing the tools and instruments for monitoring and evaluation of disaster risk management and risk reduction programs for everything from local communities,  national governments and ministries, to sectoral/regional organizations, and donors/development partners. The combination of Baastel’s monitoring and evaluation and disaster-specific risk management has proven successful for a variety of clients.

      Formulation of Policies and Legislation

      A growing segment of Baastel’s work has been with national governments to assist in the development of national policies and legislation for disaster risk management and risk reduction. Baastel combines its various areas of expertise in needs assessments, strategic planning and governance, knowledge of the systems and institutional frameworks necessary for disaster risk management, together with disaster-specific risk management expertise to successfully develop policies and legislation with government partners.

      Risk and Vulnerability Assessment, Comparative Studies and Evaluation of Capacities

      Baastel has a vast array of experience in conducting the various types of assessments related to disaster risk management and risk reduction programming and planning at local and national levels. In addition to working with science and IT partners to undertake local and national level hazard vulnerability assessments (HVA) (often linking these with EIAs), Baastel has performed comprehensive “baseline assessments” of numerous national, sectoral and regional communities, organizations and institutions not only to evaluate current capacities and identify best practices and gaps, but also to inform programming and planning for that area or institution. Increasingly, Baastel has been working to define and measure benchmarks for disaster risk management capacity to inform assessments and programming – and to assist organizations, donors/development partners, and governments in establishing the targets they wish to strive towards.

      Capacity Development

      Baastel ‘s disaster risk management experts have experience in working with a variety of stakeholders, including local response agencies (first responders), organizations and others in building capacity in disaster preparedness and response. In addition to Baastel’s in-depth experience in disaster risk management planning for local and national organizations, providing capacity-building workshops for actual response scenarios is another area where Baastel can assist. Baastel’s experts have developed disaster risk management educational curricula and materials and have experience in utilizing the course curricula and materials in working with local and national stakeholders to build disaster risk management knowledge and capacity.
