Baastel offers services in capacity building within the scope of project and programme management, based on the principles of Results-Based Management (RBM) and provided by specialists in the domain. Capacity building is done through monitoring/evaluation workshops but also through close technical assistance for the implementation of projects and specific programmes. Baastel offers personalized coaching to its partners and clients in the following areas: planning (development of work plans; the establishment of project management teams; development of action plans), organization and management (support for the establishment of steering committees; support for budgetary and administrative management), as well as monitoring and the writing of reports (development of monitoring matrices; identification of indicators; the set-up of systematic monitoring frameworks). Theme-based technical and logistical support can also be offered for the reinforcement of implementation capacities required to carry out in-field activities (examples of themes include: environment; agriculture; water and sanitation; corporate social responsibility; health; education; socio-economic development, etc).
Baastel offers monitoring and evaluation (M&E) training based on RBM principles. M&E tools are developed using a results-based strategic plan combined with measurable results, meaningful indicators and an assessment of the risks that could hinder achieving the results. We also offer customized organizational support for the analysis of data collected at the project and program levels for determining progress toward the desired results. Simple management systems can be created that are directly aligned with the results, which significantly improves monitoring and evaluation efficiency while also reducing reporting-related difficulties.
Baastel’s RBM trainers are specialists in the application of RBM principles to concrete cases. The workshops are offered using a modular system and can go from two to five days, depending on the client’s needs. Additional components can be added to cover various topics and we can adapt the training content for emphasis on specific aspects, again based on the client’s needs. The teaching method intersperses theory with practical exercises for a rapid and rounded grasp of RBM concepts, enabling the participant to use RBM for all aspects of management, whether in a project, program or institutional setting.
Baastel specializes in results-based management, including the development of monitoring/ evaluation systems for projects/programs. The managers of these projects/programs can thus clearly demonstrate the results achieved in the course of their implementation and once they have been completed. One of the main advantages of a monitoring/evaluation results-based system is the capacity that those in charge of projects/programmes develop when reporting on results. The use of results-based management and more specifically, performance measurement frameworks, highlight the progress achieved in a tangible manner, thanks to the use of performance indicators, baseline data, and achievable targets. When the monitoring/evaluation tools proposed by Baastel are adequately used, the project/programme leads can produce concise narrative reports whose focal point is based on results achieved and on observable and measurable changes, and not on the activities carried out. Baastel offers all the support necessary to its clients by teaching them how to use the monitoring tools that will allow for the writing of narrative results-based reports; this also includes writing tips to ensure the reports are informative, concise and well structured.
