      Philippe Bâcle

      Associate Partner - Social and Economic Development

      (B.A.; M.Sc., in Project Management; International Development Diploma), President and founder of Baastel, has led the company’s overall operation since 1989. His steadfast attention to quality and meticulous analyses have gained him his clients’ respect and his colleagues' recognition. All the company’s monitoring and evaluation work is personally examined and checked by him, and is held to the highest standards of quality. With a wealth of over twenty years experience in Canada and various countries in Africa, Latin and Central America, Philippe Bâcle has carved himself a reputation as a leader in performance evaluation and stakeholder commitment. He regularly works closely with international donors such as the Canadian International Development Agency, the Danish International Development Agency, the World Food Programme, and the European Union, as well as with national governments, non-governmental organizations and private businesses. He is fluent in French, English and Spanish. 


      Alain Lafontaine

      Associate Partner - Environment

      (B.A.; M.A.,in International Affairs) is a Partner and President of Baastel Europe. Together with Philippe Bâcle, he provides the leadership and vision that have guided the company through an unprecedented period of growth and diversification. His qualifications in the areas of environmental management in particular all aspects of climate change, multilateral negotiations and capacity building have favourably positioned Baastel for carrying out international mandates and providing high-calibre consulting service in these fields. Alain Lafontaine has extensive experience in the negotiation and implementation of multilateral environmental agreements as well as in program evaluation and performance measurement. He regularly collaborates with bilateral and multilateral partners such as the Canadian International Development Agency, the Danish International Development Agency, the Global Environmental Facility, the United Nations Development Program, the World Bank and the United Nations Framework Convention on Climate Change. His command of French, English and Spanish enable him to make valuable contributions to projects and programs throughout Europe, Africa, the Middle East, Asia, and Latin America.


      Evan Green

      Associate Partner – M&E, RBM and Disaster Risk Management

      (B.A. (Hons); M.A. in Public and International Development Policy and Administration) is Baastel’s newest Partner and Senior Manager and has extensive experience in project/program management, monitoring and evaluation, capacity building, strategic planning and results-based management. As an environmental specialist with particular expertise in biodiversity, climate change, disaster risk management and water management, Evan has managed mandates with numerous bilateral development agencies, government departments and international organizations, including the Canadian International Development Agency, the Global Environmental Facility, the United Nations Development Program, the United Nations Environment Programme, the World Food Program, the World Bank and the Organization of American States. Evan has a great desire to satisfy his clients and his strong inter-personal, communication and facilitation skills are well-complemented by his command of four languages including English, French and Spanish. Since 2006, Evan has managed Baastel’s collaborations in the Caribbean, and in particular in disaster risk management, cooperating extensively with the Caribbean Disaster Emergency Management Agency, the Caribbean Development Bank, the Inter-American Development Bank, the Pan-American Health Organization and others, as well as with numerous national disaster organizations in the region.


      Maryvonne Arnould

      Consultant - Social and Economic Development

      (B.A.; M.A. in Science of Project Management; International Development Diploma) has worked on many international management and project/program evaluation mandates in the fields of education, health and human rights. In the past 18 years, her mandates have taken her to Africa, Latin America and Central America, under the management of bilateral agencies and multilateral organizations such as the Canadian International Development Agency, the Belgian Survival Fund, the Organization of American States, the Swedish International Development Cooperation Agency and the United Nations Children’s Fund. She has also carried out mandates for non-governmental organizations and associations (Collaboration santé internationale; the Canadian Nurses Association; the Society of Obstetricians and Gynaecologists of Canada) as well as national evaluations for Canadian ministries (Department of Foreign Affairs and International Trade Canada; Canadian Heritage; Human Resources and Skills Development Canada). Her other areas of expertise include designing and giving results-based management workshops and organizing training programs, conferences and workshops. She is familiar with government evaluation and performance measurement processes and policies, and is fluent in French, English and Spanish.


      Jacques Pariseau

      Director of Baastel Communications

      (B.Comm.) has over 15 years of management experience. As Director of Baastel’s translation and communication services for over 10 years, he has acquired unique experience in coordinating text editing assignments, multi-media creative work and translation. Jacques Pariseau heads a network of certified translators and is recognized for his in-depth understanding of client needs and his command of automated coordination tools, which help keep Baastel’s communication services on the leading edge of the market.


      Luc Bourgie

      Consultant - Social and Economic Development

      (B.A. in Administrative Affairs; M.Sc. in Project Management; Doctoral coursework in Administration) has over 25 years of management experience. As a co-founder of Baastel and Vice-President from 1989 to 1996, he has collaborated on a broad range of consultation assignments, notably in the areas of program and project evaluation, human resources development and English to French translation. Luc Bourgie specializes in debugging analytical methods and tools, conducting feasibility studies, leading training workshops and heading work teams. He has exceptional command of and linguistic expertise in French and English.


      Raymond Gervais

      Consultant - Monitoring, Evaluation and Results-Based Management

      (M.A.; M.Sc.; Ph.D.) has been working and conducting research in Africa since 1970. He has a vast array of skills in population and development, monitoring and evaluation, and results-based management, three areas in which he has published extensively. His field experience in Africa extends over 20 countries and has taken him throughout the continent. Raymond Gervais recently added Haiti to his list of work locations when he served as Canada’s technical advisor for conducting a census of Haiti’s school populations. He speaks French and English fluently.     


      André Rodrigue

      Consultant - Monitoring, Evaluation and Micro-finance

      (B.Sc.; M.A. in Economics) has worked in international development for over 25 years. He began as a researcher and economist in Canadian cooperation support units, becoming a consultant in the areas of microfinance, the private sector, rural environments, community associations, public finance and structural adjustment. André Rodrigue possesses in-depth knowledge of Africa, where he has lived for a number of years and worked for many assistance organizations (the Canadian International Development Agency; the Danish International Development Agency; the African Development Bank; the World Bank/ International Finance Corporation; the International Fund for Agricultural Development) and various governments (Senegal; France; Canada), for which he has carried out studies and assignments related to various phases of project and program development, execution, monitoring and evaluation (pre-feasibility/feasibility studies; planning and programming; management plans; monitoring and evaluation; and impact studies). Using his broad-based skill sets and experience, he has frequently led consulting teams. His extensive experience in microfinance in western Africa gives him an excellent understanding of this sector’s issues, stakeholders, organization, and regulatory aspects. He speaks French and English. 


      Louis-Pierre Michaud

      Consultant - Evaluation and Results-Based Management

      (B.A. in International Studies; M.Sc.in International Development) has been working in international development for six years and has four years of experience in national and international monitoring and evaluation. He has carried out assignments for the Canadian International Development Agency, the World Bank, the Global Environmental Facility, the Organization of American States, the Pan American Health Organization, the Bill and Melinda Gates Foundation, the Canada School of Public Service, Canadian Heritage, Human Resources and Social Development Canada, as well as for private and community organizations involved in regional development. Louis-Pierre Michaud is a member of the Baastel results-based management training team, the monitoring and evaluation tool design/use team and has experience in capacity-building project planning and management. His assignments have enabled him to develop solid research and analysis skills. He has regularly managed surveys and databases and conducts statistical analyses. Central and South America, the Caribbean and Africa have been the locations for his field work where his fluent French, English and Spanish, and moderate knowledge of Portuguese have been put to use.


      Elsa Da Costa

      Consultant - Environment

      (B.A. in Environment and Development; M.Sc. in Geography) has been Baastel’s environmental and evaluation expert for three years. As a specialist in the environment and development fields, she has collaborated on numerous evaluations, notably for the United Nations Development Program, the Global Environmental Facility, the Inter-American Development Bank, the Renewable Energy and Energy Efficiency Partnership, the Caribbean Disaster Emergency Response Agency and the Canadian International Development Agency. Her work deals with matters pertaining to development assistance and the environment in the areas of climate change (adaptation and mitigation), energy, water, desertification, biodiversity and natural disaster management. Prior to joining Baastel, Elsa Da Costa was part of a research group (Department of Geography, Université de Montréal) studying Quebec farmers’ adaptation to climate change. Her work has led her to Mexico, Brazil, Vietnam, Belgium and the United States. She speaks fluent French, English and Portuguese.


      Gaétan Quesne

      Consultant - Environment

      (Engineering Diploma, International Agricultural Economics; M.A. in Economics of Sustainable Development) is a farming and village water management specialist as well as an expert in the economics of sustainable development in developing countries. He has over three years of administrative, technical and financial development project and program management experience which he acquired working with the Agence française de développement and the Fonds français pour l’environnement mondial, in France and Benin respectively. He has worked in project design, planning, monitoring and evaluation as well as in institutional and organizational capacity building. He specializes in the planning, monitoring and evaluation of projects and programs focused on the environment (climate change; adaptation to climate change; biodiversity; desertification). By participating in the design of various programs on adaptation to the effects of climate change, he has developed sound knowledge and qualifications in this area. While posted in Benin for two years, he represented the Fonds français pour l’environnement mondial, the Agence française de développement and the French government in the environmental sector to other bilateral and multilateral institutions such as the Global Environmental Facility, the United Nations Development Program, the World Bank, the Food and Agriculture Organization of the United Nations, the European Commission, the German Technical Cooperation Agency, the Danish International Development Agency and the Dutch Cooperation Agency.


      Maja Osmanagić

      Consultant - Environment and Social Development

      (B.A. (Hons) in Romance Languages, French and Italian; M.A.in International Affairs, specialisation in International Dimensions of Development) recently joined Baastel and is working on evaluations in progress as well as in the fields of environment and socio-economic development. In addition to her policy analysis skills, she has evaluation experience with the United Nations Development Program, the Canadian International Development Agency and the Organization of American States. Maja also has professional experience in organizing symposiums and events, community advocacy, public relations, teaching French, English, Italian to youth/adults, translation, and website design/management. Her research work and interests include: ecological and environmental economics, adaptation to climate change, the dynamics between environmental law and international trade, donor conditionality, structural adjustment, and poverty reduction strategies. In addition to her excellent analytical and writing skills, she has outstanding language skills, speaking five languages (French, English, Italian, Spanish and Serbo-Croatian). 


      Mike Ellerbeck

      Consultant - M&E and Disaster Risk Management 

      (B.A. in Latin American Studies; Post-graduate studies in Culture and Identity in 19th century Latin America) is a Developer and Manager of international development projects and programs.  Mike is a specialist in technical and science-based projects in the domains of the earth sciences and natural resources with a particular emphasis on the role played by the public sciences, community communications, including the role of science in land-use planning, disaster risk reduction, and natural resources management.  He brings forth experience in Results-Based Management, project development and management, and project communication. In 2004, Mike was awarded the Cross of Civil Protection Third Class from the Ministry of the Interior and Justice of Venezuela for work carried out with the Venezuelan Office of Civil Protection and Disaster Management. Mike is fluent in English and Spanish and has a good command of spoken and written French.  


      Carolina Vergara

      Consultant - Environment

      (B.Sc.; B.Ed.) is a junior Environmental Consultant. She has four years of experience in Latin America and the Middle East in the areas of environmental education and community development. Through her work she has collaborated with many non-governmental organizations, Canadian and foreign alike, as well as with the Canadian International Development Agency, the United Nations Educational, Scientific and Cultural Organization, and the United Nations Relief and Works Agency for Palestine Refugees in the Near East. In regions affected by violence, she has worked with organizations and youth wishing to make the environment an integral part of the educational program. With her strong written and spoken English, French and Spanish skills as well as her knowledge of spoken Arabic, she contributes substantially to the development and evaluation of the projects she works on.


      Alexandre Daoust

      Consultant - Evaluation, Program Design and Program Management

      (B.A. in Economics and Policy; M.A. in International Economic Development) is a junior consultant. He works in the evaluation, design and management of national and international economic and social development projects. In addition to working in sustainable development, he is gaining expertise in the areas of education and the Canadian Francophonie. The organizations and institutions he has collaborated with include the Canadian International Development Agency, the United Nations Development Program – Brazil, Brazil’s Ministry of Justice, the Fundação Getulio Vargas University, Oxfam-Québec, Université de Montréal, Centre canadien de leadership en évaluation and the Quebec provincial parliament. Alexandre has worked in the planning and management of export-based economic development projects in Central America and conducted research on civil society empowerment in Brazil. His particular skill sets include specialization in organizational capacity building for civil society organizations and he also possesses solid experience in results-based management. He speaks French, English and Spanish. 


      Diane Champagne

      Manager - Accounting and Finance

      has provided accounting and financial management services to Baastel for the last five years. Prior to that time, she spent 15 years working in the financial sector. Most of her experience is in the banking industry, where she was in charge of personal loans and mortgages as well as investments and mutual funds. Diane has solid accounting and financial management skills acquired over the years with private industry where she performed an array of administrative duties. She speaks French and English.


      Olivier Beucher

      Director of Corporate Development, Baastel sprl (Europe)

      (M.Sc.in  Agriculture and the Environment; Ph.D.in  Agricultural Economics and International Development) has nine years of experience in agricultural development, the agricultural industry, the environment, and international development. As Head  of market development for Baastel Europe, he coordinates and develops proposals for studies, research and evaluation assignments for bilateral and multilateral organizations, particularly in the areas of climate change, agriculture, biodiversity, energy, natural disaster management, governance, microfinance and gender equality. Olivier manages projects carried out by Baastel’s experts in addition to working in client relations. As a climate change and agriculture expert, he contributes with his broad expertise to many projects and assignments. He is fluent in French and English. 


      Sébastien Jouffroy

      Director of Corporate Development, Baastel ltée (Canada)

      (B.A.; M.Sc. in Project Management) is a Corporate Development Director and Project Management Specialist. His work involves developing and maintaining the close ties with the consulting teams that have built Baastel’s success. He coordinates the proposals submitted to clients, providing timely and thorough quality control. In addition, he advises and supports senior management in their business development decisions. He speaks French and English fluently.


      Élise Fournier

      Assistant to the Director of Baastel Communications

      (B.A.) is the Assistant to the Director of Baastel Communications. While currently a student in the Master’s Degree Program in translation studies at the University of Ottawa’s School of Translation and Interpretation, she supports Baastel’s translation services work and performs occasional translations and revisions when needed. Élise Fournier Lévêque is a computer-assisted translation specialist and skillfully operates state-of-the-art translation memory software.


      Paola Ortiz

      Consultant and Project Management Assistant

      (B.A. in International Commerce) has seven years of professional experience in international commerce and customs law. In Bogotá, Colombia, she worked in the international division of the special customs agency for three years. Paola joined Baastel in 2007 as a researcher and analyst for various national projects carried out in the areas of education, commercial feasibility and youth.  Her skills in project management technical support and special events organization recently enabled her to play a part in organizing a joint Afghanistan-Pakistan workshop in Dubai on behalf of the Department of Foreign Affairs and International Trade of Canada, as well as coordinating a visit of the Mozambique Public Administration Commission to Canada. Paola speaks French, English and Spanish.


      Aura Maria Popa

      Assistant - Finance and Corporate Development

      (B.A. in Administration) recently joined the Baastel team. To date, Aura has eight years of experience in trade management, customer service and accounting. Her sense of organisation, meticulousness, and attention to detail, coupled with her strong capacities in accounting allow her to effectively support the finance and corporate development departments at Baastel. Aura is fluent in Romanian and French and has an intermediate level of English.


      Leticia Hernandez

      Corporate Development Officer

      (B.A. in International Studies; M.A. in Public Administration, specialisation in International Development) works as a Corporate Development Officer supporting the Corporate Development Team. Her duties involve the development and the writing of proposals for our clients, as well as the logistics related to the particular mandates. She also acts as a liaison between our clients and consultants. Leticia is an experienced Researcher, Administrator, Analyst and Event Coordinator; skills she has mastered while working for the International Program for Development Evaluation Training (IPDET) and the Embassy of Mexico in Canada. She is fluent in Spanish, English and has an intermediate level of French.
